Meet Your Commissioners
Nan Whaley is proud to choose Dayton as her home. Originally from Indiana, Nan attended the University of Dayton where she graduated in 1998 and soon settled in the Five Oaks neighborhood where she and her husband Sam reside today.
Her career is distinguished by her commitment to public service, civic involvement and interest in local government. First elected to the Dayton City Commission in 2005, Nan was the youngest women ever chosen for a commission seat. She was proud to be elected as Dayton’s mayor in 2013 by a double-digit majority. As mayor, she has focused on the areas of community development, manufacturing, and women and children.
Nan is a national leader among her peers serving on the Board of Trustees for the US Conference of Mayors as well as the Chair of the International Committee for the conference. She serves as a Vice Chair for the National League of Cities, Council on Youth, Education and Families. Nan is also a founding board member for the Ohio’s Mayor Alliance, a bipartisan coalition of Ohio’s 30 largest cities.
Nan has been committed to the political process in local, state and national elections. While in college, she served as Ohio Chair of the College Democrats. She currently serves as the Vice Chair of the National Conference of Democratic Mayors. Additionally, she is a four time delegate to the Democratic National Convention.

Commissioner Joey D. Williams is a Dayton native and has served on the City Commission since 2002. He supports an agenda that includes improving educational opportunities, enhancing neighborhoods, creating jobs, preserving strong City services, advancing technology opportunities, and ensuring safety through the reduction of gun violence.
A proud graduate of Dayton Public Schools, Commissioner Williams is committed to ensuring educational opportunities for all Daytonians. He was elected to the Dayton Board of Education in 1993 and was re-elected in 1997; he served as both President and Vice President of the Board. Commissioner Williams was Chairman of the Education Committee for Dayton's long -range strategic planning process, CitiPlan20/20. He is a strong supporter of mentorship opportunities and after school programs. He is an advocate of public and private partnerships that provide educational and training opportunities.
Commissioner Williams is an experienced banking executive and business leader. He is particularly proud of his role in ensuring Dayton's continued fiscal health.
Dayton is already a leader in innovation; Commissioner Williams believes in building on this success to stimulate business investment, especially in the technology sector. Increased investments will create new opportunities for Daytonians to work and thrive in the digital economy. Commissioner Williams is an advocate for the growth of downtown, and is on the board of the Downtown Dayton Special Improvement District. He also serves on the board of the Phoenix Project, an economic development program in the Fairview neighborhood of Dayton.
Since 2005, Commissioner Williams has worked to reduce violence in Dayton neighborhoods. One of his first efforts was with Commissioner Dean Lovelace; together they organized the Youth Anti-Violence Seminar. Commissioners Lovelace and Williams convened an ad-hoc committee to develop an action plan based on the recommendation of the 2005 seminar.
In 2011, Commissioner Williams helped address tensions between police and citizens, with the creation of the Community-Police Council (CPC). The goal of the CPC is to create a positive working relationship between the community and police. Commissioner Williams continues to play a leading role in the fight against gun violence and currently serves as the City Commission liaison to the Community Initiative to Reduce Gun Violence (CIRGV).
Commissioner Williams is a graduate of Central State University and earned a Master's degree in Business Administration from The Ohio State University. He was inducted into Dayton's Top 40 Under 40 Hall of Fame and the Central State University Alumni Hall of Fame. He was a Parity 200 Top 10-African American Male and the 2012 selection for Central State University Alumnus of the Year.
Commissioner Williams is married and has two sons. He enjoys sports and spending time with family.

First elected to the Dayton City Commission in 2004, Matt Joseph is currently serving his fourth term. With extensive legislative and management experience, and a depth of civic and community service skills, he is dedicated to making Dayton a great place to live and a welcoming place to do business.
As Commissioner, he is committed to improving Dayton's housing stock, beautifying neighborhoods, improving safety, and attracting and retaining talented young professionals and entrepreneurs. He currently serves as the Chair of the Welcome Dayton Committee, a community initiative that promotes immigrant integration into the greater Dayton community. Perhaps most importantly for Dayton residents, through the years of difficult budget times, he has led the efforts to continue to provide the essential services that residents need and deserve. He has successfully advocated the consolidation of city offices into city-owned buildings and out of rental agreements, saving the city thousands of dollars every year. Commissioner Joseph has championed the use of technology to reduce costs and improve efficiency, including moving Commission documents online from paper, and implementing VOIP, RFID and hand-held computing technology in a number of areas in the city, in order to better serve citizens. He has championed development in the city, including Tech Town, where innovative technology jobs are being created. In partnership with the City Manager, he led a task force seeking ways for the City to improve communication and coordination with Wright-Patterson Air Force Base.
Prior to his election to the Commission, Commissioner Joseph served as Chief Deputy Clerk of Courts for Montgomery County, and was responsible for helping manage a staff of 125 and an annual operating budget of over $7 million. Earlier in his career, while serving as Legislative Assistant to U.S. Congressman Tony Hall, he worked to ensure that Dayton was well-represented in Congress, and gained valuable experience helping to create thoughtful legislation and guiding it through the House of Representatives and into law.
Commissioner Joseph has experience in education and in the private sector. He worked at the University of Dayton on education and business projects designed to reinforce the peace in, and strengthen the economy of Bosnia and Herzegovina. He also served as a project coordinator for a non-profit group working to reduce the rates of predatory lending and bring homeownership opportunities to people who might not normally have them. He worked as a consultant to NASA in the field of technology management and strategic planning, and also managed a program that improved cost, quality, and schedule of the depot maintenance of US Air Force aircraft. He is currently employed by Sierra Nevada Corporation (SNC) as a Senior Logistics Engineer.
Commissioner Joseph is an active member of the Dayton community, serving on the Boards of the Dayton Sister Cities Committee, and the Miami Valley Regional Planning Commission. He coaches youth baseball, basketball and soccer. He served seven years as President of the Board of Directors of the House of Bread, and also proudly served on the Southeast Priority Board, the Board of Directors of the National Conference for Community and Justice, Film Dayton, the Neighborhood Schools Centers Oversight Council, the Mother Brunner Literacy Center, and the Board of the Miami Valley Fair Housing Center. A graduate of Carroll High School and the University of Dayton, Commissioner Joseph earned a Master's Degree from George Washington University in Washington, DC. Commissioner Joseph is married with two children.

Commissioner Jeffrey J. Mims, Jr. joined the Commission in January of 2014 with a distinguished history in public service.
Commissioner Mims was the Third District Representative for the Ohio School Board and is past president of the Dayton Board of Education (2008-11), after retiring from Dayton Public Schools with more than 35 years of service, serving recently served as Director of Government and Community Relations and Compliance. His diverse work within the district included garnering support for equitable funding of Ohio's public schools, and his efforts helped pave the way for Ohio's New School Facilities Program. He was elected President of the Dayton Education Association (DEA) for six consecutive terms (1983-88). As President of the DEA, Mr. Mims negotiated the district's first multi-year contract between the DEA and the Dayton Board of Education.
For the past 40 years, whether as a teacher, a coach, a community volunteer, or president of the Dayton Education Association, Jeffrey Mims has committed to making the city of Dayton and the Dayton Public Schools strong partners in developing a "Champion City and School District" and improving the quality of life for Dayton citizens through education.
Commissioner Mims earned a Bachelor of Science degree in Art, Art Education and Industrial Technology from Central State University in 1973 and a Master of Science degree in Education from Wright State University in 1975.
Additionally, Commissioner Mims is a Vietnam veteran, (Air Force Commendation Medal with the 604th Air Commando Squadron), a member of the Kappa Alpha Psi Fraternity, Inc., the Beautillion Drillmaster Mentor with the Jack and Jill of America, Inc. (37 years), a chef with the Links "Cooking Men" (18 years) and a volunteer with the YMCA Mentors Matter Program, the Dayton Youth Golf Academy (he is an avid golfer and has won local championships).
Commissioner Mims is a National Education Association Human Relations Awardee, a Dayton Top Ten African American Male and an Alpha Kappa Alpha Sorority "Strength and Perseverance" awardee. He has two children, Cory (Monique) and LaDawn (Derrick). Both are proud graduates of Dayton Public Schools and graduates of higher and post-graduate education programs. He also has three grandchildren.

For more than 25 years, Christopher L. Shaw has operated a variety of successful business enterprises ranging from human resources consulting and business development, to commercial textile cleaning.
Chris is currently the owner/operator of a 107-year-old textile cleaning business. Shaw Cleaners is a full-service commercial and wholesale dry cleaning and laundry business. For almost 20 years Chris has grown the business into one of the Dayton region's premiere textile cleaning businesses specializing in the hospitality, logistics and entertainment industries.
An experienced human resources professional, Chris was the managing partner of Shaw and Associates, an HR consulting business specializing in executive recruiting, organizational development, management training, and business process re-engineering.
A respected community leader, Chris has served as the Economic Development Committee Chairman for the Dayton Unit NAACP, where he monitored economic development activities throughout the region. Chris is the incoming Economic Development Chair at the Greater Dayton Chamber of Commerce. Chris is known for his ability to lobby business and political stakeholders on behalf of his many community constituencies.
Chris has served on a number of community boards such as the Montgomery County Workforce Investment Board, the City of Dayton Manufacturing Task Force, the Community Action Partnership Board, the Dayton Ombudsman Board, and the Montgomery County Vulnerable Youth in Transition Advisory Board.
Through the years, his efforts in Dayton have included:
- Joining to end predatory lending practices directed at our city's most vulnerable;
- Working with broad coalitions to establish a living wage for our city's workforce;
- Meeting with police officials toward ensuring fair, culturally sensitive and balanced enforcement efforts that support safety for all;
- Partnering with financial institutions looking to maintain responsive retail locations in all quadrants of the city;
- Standing with Labor against right to work laws;
- Bringing attention to the region's academic institutions, while also encouraging broader partnering between academia, local businesses and the non-profit community to increase the fullest development of economic opportunities for both business and workers; and
- Being a consistent voice for the needs of small business owners.
A graduate of Colonel White High School in Dayton, Chris studied International Business at Howard University in Washington, D.C. and Organizational Management at Wilberforce University in Wilberforce, Ohio.

Christopher Shaw was elected to his first term on the Dayton City Commission in November 2015 and was sworn-in on January 4, 2016.
